Gentlemen,

Foreign Office, November 10, 1909. I LAID before Secretary Sir Edward Grey your letter of the 1st instant, enclosing for his confidential information copy of a preliminary agreement entered into between your firm and the Chinese Government for the construction and operation of a railway from Chenchow to Aigun, and for the financing of the construction of the said line by an American group composed of Messrs. J. P. Morgan and Co., Kuhn, Loeb, and Co., the First National Bank, and the National City Bank of New York, represented in China by Mr. Willard D. Straight.

With regard to your request that Sir J. Jordan should be instructed to give his support, in consultation with the United States and Japanese Ministers at Peking, with a view to obtaining the final Imperial edict authorising both loan and contract, I am to observe that a telegram has been received from Sir John to the effect that your agent and Mr. Straight asked the Wai-wn Pu for a definite decision in the matter some days ago, and that they are now awaiting the Chinese reply. In the circumstances, Sir E. Grey considers it desirable that this reply should be awaited before deciding what further action may be necessary.
